Position:
Assistant Athletic Director for Compliance


Dr. Christina Carter began her position as Assistant Athletic Director for Compliance in January 2009.

At Tulsa, Carter has principal oversight of Bylaw 15 Financial Aid and conducts the rules education program with coaches, staff, student-athletes, and constituents. Carter also tracks all proposals through the NCAA legislative process; provides interpretations across the NCAA Bylaws; and files waivers with the conference and NCAA. At Tulsa, Carter revised the compliance policies and procedures manual; implemented the Agent Registration program; attends the annual NCAA Regional Rules seminar and NCAA Convention; and assists the Senior Associate Athletic Director with all daily compliance functions. Carter is also a member of the National Association of Athletic Compliance (NAAC).

Carter came to Tulsa after six years at the University of Oklahoma where she spent two years as the Director of Compliance for Scholarships & Financial Aid. Before that, she served as the Assistant Director for Academics & Student Life for one year. Carter also served as the Athletic Scholarships and Financial Aid Coordinator for three years.

Carter earned her bachelor's of science degree in health and human performance from Northeastern State in 1999. She received her master's degree in Sports Management from Oklahoma in 2001 and earned a Ph.D. in Adult & Higher Education from Oklahoma in 2012.
