Russell Fisher was appointed to The University of Tulsa's athletic administration staff as assistant compliance officer in June 2012. Before his full-time appointment, Fisher spent four years as a graduate assistant in Tulsa's compliance office, while earning his Juris Doctorate in December 2011. During his graduate assistantship, Fisher revised Tulsa's compliance manual and created the recruiting manual detailing NCAA Bylaw 13 and athletic department policies and procedures. He was also involved in oversight of NCAA Bylaws 13 (Recruiting) and 14.3 (Initial Eligibility) and monitored NCAA Bylaw 17 (Playing and Practice Seasons). Fisher earned his bachelor's degree in business administration - marketing from Oklahoma State University in 2008. |
